If there is a high chance of flooding. Many things will be destroyed during the different seasons and there will be many issues presented because of that. You have to make sure that the enviornment is easy enough to adapt too but at the same time make sure that it won't be a very large issue.

This is important but can only be utilized if it meets all the other requirements. Economic activity can only be proceeded with if it meets all the basic needs. Because without it, it would do great damage to the civilization.

In the currrent day I believe that protection is uneccessary because there hasn't been many conflicts in the present day. It should be more prioritized on feeding the population and supporting it.
