He believed in sole ruling of the country, he could do whatever he wanted whenever he wanted.
James I
He sold his offices to the highest bidder and drove his country into debt with his excessive spending.
The both punished failure.
They weren't liked. Richelieu because he stripped nobles, and James bc he spent money.
They were the sole rulers of their country because God made them.
